NSW Ambulance paramedics found the man, believed to be about 30 years old, unconscious with an apparent head injury.
NSW Ambulance Inspector Michael Wells said paramedics commenced treatment before summoning a specialist medical team, who responded from Wollongong in a medical helicopter.
They flew the man to Liverpool Hospital in a critical but stable condition.
Inspector Wells said while the incident was unwitnessed, paramedics believed the injury was caused from falling off a bike.
"We believe there is a possibility he was out all night during the night. He left home at seven o'clock last night and wasn't found until this morning," Inspector Wells said.
"He was found beside his push bike and injuries would be consistent with a fall from his bike."
